Obviously my hub has not only a firmware bug, but also a hardware bug (I'm not 
sure if this is a design error or a broken hub).

It sources the USB port of the PC!!!! It broke my powersupply twice this week 
(but fortunately not the mainboard). As I use a quality power supply, it is 
very unlikely that this happens twice a week. The only thing that I changed 
on the system (which worked for almost a year now) is the USB hub, which I 
moved from the active cable to a direct connection to the PC. My local dealer 
exchanged all the broken hardware on guaranty. 

If you like your PC and you run Linux, don't buy that crap: Welland UH217C

Thank you Alan for your help and patient. I could not test the patch, as I 
broad the usb hub back to the dealer, I did not wanted to risk a third broken 
power supply, the dealer might have run out of spares :-).
