Kernels earlier than 2.6.11 had a problem in this area. Upgrading to 2.6.12 may help. If you have this problem with 2.6.11 or 2.6.12, well, it can be caused by several things at the level of the hardware or firmware. Bad electrical terminations, noise in the USB cable, improperly routed interrupts, that sort of thing. Plugging the modem into a different USB port might make a difference.
