That's not true.  You can select the non-PCI drivers if your configuration 
is set for the appropriate platform.  For example, you can select 
USB_OHCI_HCD_PPC_SOC if you are configured for either STB03xxx or 
PPC_MPC52xx (provided you also select USB_OHCI_HCD).
