Randy, Thanks. That was it. I was mistaken in believing that the character set was selected via the DOS/FAT/NT Filesystems "(iso8859-1) Default iocharset for FAT". I checked the .config file contents and saw that the " CONFIG_NLS_ISO8859_1" was not set. I needed to go down to the File Systems->Native Language Support menu.

Hi, I would begin by building a kernel with CONFIG_NLS_ISO8859_1=y set. That is under the filesystems menu.
