Ok, i will do some other tests.

In every case I notice a different behaviour when I UNplug my USB-dongle
on a Win98
SO and on a Linux ones.

In Win98 when I inform OS of the unplug (via task-bar USB-handler icon) the
bliking led
on the USB-dongle stop to blink. In linux when I unmount the USB-dongle the
led
continue to blink.  I presume that Win "un-power" the usb-device, while linux
doesn't
do this. Could be this cause an impact on the successive plugin on the 
USB-controller
?

Why do you care about usb device numbers? They just increment until
they wrap around. No userspace stuff should need to know this
information.
