Well, I finally found the problem: It's the cable on the case that connects the front-side USB ports to the motherboard. As long as its connected, none of the USB ports would work in high-speed mode. Once disconnected, the 2 ports in the back work in high-speed mode. The front connector is loose ANYWAY, so either way, I'd have to fix it (or buy one of hubs that fits into a 5.25" drive and lets to you the internal USB connectors).
