No; that's very hard to determine unless you have a clear culprit (like the fluorescent lights in the room). Besides, it's a low probability. Most likely your VIA USB controller isn't working right. Lots of people have been reporting problems with them recently. Perhaps inserting a powered hub between the computer and the device will help.
