My problem with the Dynex DX-UC202 has been solved.

Recap: Although the USB adapter card showed up in lspci, lsusb never showed any plugged in USB device.

I never used the supplied power cable because I assumed that the laptop would provide all the power the low power USB devices needed (Mouse, Flash Drive, Wifi Adapter).

Out of desperation I plugged in the power cable (barrel type power connector on one end and a USB connector on the other) into a USB port on a desktop computer, and everything worked!

So if you want to use the Dynex card, you need to supply power to the adapter. Not good.

Yes I could get a powered USB hub, but I don't want to have to drag around more stuff. I plan on returning the Dynex card.

Meanwhile I got a TechGear USB Adapter and that card works WITHOUT external power.
