I "solved" the problem.  :)

With the usb debug messages on I kept seeing this error :
usb 5-1: new high speed USB device using ehci_hcd and address 3
ehci_hcd 0000:00:10.4: Unlink after no-IRQ?  Controller is probably using the 
wrong IRQ.

This was followed by lots of timouts and "device not accepting address" 
errors.
So I switched off ACPI's IRQ routing ("acpi=noirq" in the GRUB bootloader 
config) and now I'm getting sustained transfer rates of 160 Mbps.

Yet again ACPI causes another mess - just the type of thing that puts off 
potential desktop Linux users. How many non-technical users would sit for 
several days recompiling kernels and fiddling with settings to try track down 
the problem?
Let me go find where the ACPI boys hang out ...  :)
