Assuming there's no problem with your computer's USB hardware, this 
indicates there's a problem with the dongle.

What is the "other error" you refer to?  Is it the line that says "not 
accepting address 15, error -71"?  That didn't matter; the system retried 
and the device worked properly the second time, as you can see in the log.

The best way to avoid it is to find a better-behaving dongle.
