Because the USB hardware in a PC isn't capable of doing that. If the application runs under Linux, you can use usbmon to accomplish the same thing. If the application runs under Windows, you can use USB Snoop from sourceforge. Or, if you can afford to spend the money, you can buy a hardware USB analyzer that will do all the sniffing you want.
