Problems like this can be very hard to solve.  It may be a combination of 
factors, involving the device and the enclosure and the computer.

No.

Here's a similar problem.  I've got a USB enclosure with and IDE drive,
and it works okay with my office computer.  But the same enclosure and
drive, with the same USB cable, does not work on my home computer.  If I
use a different cable, then the enclosure does work on my home computer.  
And the same cable works okay on my home computer with a USB flash drive 
instead of the enclosure.

Thus, changing any one part (the computer, the cable, or the device) will
make it work correctly.  So which part is faulty?  There's no good answer.
