What version of the kernel does that use?  Do you have a usb-storage 
log showing what happens when you plug the device in after booting?

It may be a question of the initial delay.  If you plug the device in 
before booting then it has a long period during which it can 
initialize, but if you plug it in later then there's only a 5-second 
delay.

You can try increasing the length of that delay.  In /etc/modprobe.conf 
put a line saying:

        options usb-storage delay_use=30

and then rmmod usb-storage.  That will increase the delay to 30
seconds.  Try various numbers and see if you can find something that
works.

Incidentally, the error code reported in your second log means "Not 
ready, medium not present".  It's not clear why a GPS unit would say 
that, but perhaps it was still busy with its initialization.
