Yes.

No, it's been happening to me for the past 4 years from 2.4 kernels
and still no solution.

Probably Linux compatibility with the motherboard/BIOS/USB controller.
Happens on some computers, not on others. All versions of Windows from
98 don't have this problem on any hardware.

You're not going to like it... use Windows and run Linux through VMware.

Try a different computer. The USB controller I know doesn't cause
problems is the "USB Controller: Intel Corporation
82801FB/FBM/FR/FW/FRW (ICH6 Family) USB2 EHCI Controller (rev 03)".
