For Win98 snooping, there's USB Snoopy at
http://www.jps.net/~koma/.

There's quite a variety of USB bus/protocol analyzer
hardware devices.  Is this what you meant?

For Linux USB traffic snooping, someone (you ?)
would just need to modify the appropriate driver(s)
to printk/log the info.
