On my toshiba, power to usb devices goes off at
suspend-to-ram. (Toshiba can't do suspend to disk, I guess I could use
swsusp patches for that).

This seems to be required for correct work of usb after power-on ;-?.

This is required for usb to be usable on my notebook, otherwise HCD is
dead after resume and only reboot cures that.
