How does the same product have different product id?

Is it the fact that one time it is detected as USB device and second
time as a emulated USB serial device?

You can see some example of it here, the Huawei E398 does the same.

https://bugs.launchpad.net/ubuntu/+source/network-manager/+bug/889878

"usb_modeswitch - switch mode of "multi-state" USB devices"

When you insert it it emulates a cdrom drive with a disk in it so you install drivers on windows, then after driver installation the driver usb_modeswitch:es it to a new device with a different product id.
