It would be more accurate to say that the new scheduler works sort of okay most of the time. I would hope that most distros make it the default; it is more capable than the old scheduler. Still, some people are very conservative. The changes I have made so far amount to perhaps 25% of the work needed to make it truly reliable. It has so many bugs, I wouldn't even try to list them all.
