low-latency kernel is a packaged Ubuntu alternate kernel configured as
CONFIG_PREEMPT=y + CONFIG_HZ=1000.

The stock Ubuntu kernel is CONFIG_PREEMPT_VOLUNTARY=y + CONFIG_HZ=250.
