Like BeOS does? There's a set of attributes for each file which
say (among other things) what you prefer to use to view the
file, and edit it. You can, of course, store annotations and
random other things in these attribute fields. But that
requires a DB-like fs.

BUT, the Mac also has a vaguely similar system except that
it sucks impressively. Files default to opening with the
app that created them (and you can't change the default 
easily). This leads to truly stupid things, like HTML
files that open with MS word when you click them (or whine
about not being able to find MS Word...)
