AFAIK (I might be wrong on some counts):

China and S. Korea is promoting local software, MS lost
some contracts recently in both countries.

Brasilia have enacted a law mandating the use of free software where
possible. Some in Peru and Argentina are pushing for something similar.

In Europe there are also some pushers in France and Germany.

IMHO the move will happen from the periphery toward the center (US)
and from the workplace toward the home use.
