Ahh, the joys of ISO8859-1 (or ISO8859-15).  In GNOME 1.4, right click
on the panel and select Applets-> Utility-> Character Picker.  A
panel-applet will appear showing a matrix of eight characters.  Select
the � using button-1 (usually the left button for right-handed people)
and paste it into your app' using button-3 (middle, usually).

It would still work for you in KDE, Zane, as the panel API is the same
for both desktops, AFIK.  The application name is "charpick_applet", so
you can run it from the command-line and it should jump into your
panel\ldots
