Visio wasn't around the last time I regally used a Windows box, but I
use Dia

for most of my structured line-art.  It does a very good job of
technical drawings (UML, Flow Chards, electronics...).  For
"unstructured" drawings I use Sketch

but it does not come on RedHat, and it is a bit of a pig to install. 
You may find XFig adequate for your needs, but when I get serious about
line-art I break out rdesktop
        http://www.rdesktop.org/
and use Corel Draw! on a Windows� box.
