I use postnuke on my website: http://www.jeremyb.net
it's a fork of phpnuke, better imho. It comes down to
how you set it up, sounds a bit like you need more of
a knowledge base, check that theres not a module available
for nuke for doing that kind of stuff as it does everything
else you want :-).

p.s. my site might spew if you're not using IE, just 
testing out a new theme.
