Another windows based alternative is PDF Factory from www.pdffactory.com which 
provides a great deal of the funtionality of Acrobat for a fraction of the price.  The 
pro version is US95.00. 

I'll be testing it under WINE over the next few days and if all goes well will buy a 
copy so we can produce encrypted PDF documents for sending consulting reports to 
clients.

Not that getting the text out of encrypted PDFs is particulary hard if you know how, 
but for the general masses it's good enough.
