No need to re-install. Throw in a rescue disk (floppy or CDROM).
Get to the root directory and type:
"mkdir initrd"

Note that, with a rescue disk, the root of the filesystem might be in 
RAM. The normal root directory (the one on the hard drive that is used 
during normal boot-up) will probably be mounted in /mnt in rescue mode.
I can't remember exactly...

The linux/unix culture comes from a background where reboots are avoided 
if at all possible, and re-installs are rare indeed. Even a mostly 
munted installation can be got going again, if you know what needs to be 
done. Of course, a reboot might be faster...

Note that, when I had your same problem with RH 7.2, I did an upgrade to 
RH7.3 in desperation, but it did not fix the problem. It got to the 
stage where I was reading through kernel source code to try and find the 
cause of the problem. I finally found the answer in some obscure web 
page somewhere.
