This is true.  To give a full history...

o GNOME started using Enlightenment as the "standard" window manager, 
  bit E' got too big an bloated.
o GNOME switched to Sawfish as the standard window manager, but Sawfish 
  got too big and bloated.
o GNOME now use Metacity as the standard window manager...

Metacity is plain, but deliberately so.  It was written by RedHat, and
co-hacked by Sun, as a very plain window manager that conformed to all
the specs, but had very little configuration options so it was easier to
document and fewer support calls would be made.
