I agree that the meeting was messy.  It was simply a case of off-topic
points coming up over and over again.  However, an organised meeting has
nothing to do with the need for an executive body beyond a chairman.
One person must be able to contain the flow of points towards the topic.
The use of the executive body (in this case, the committee of 4, no 5.)
is to organise the meeting beforehand.  I feel that the 5 individuals
chosen can adequately perform that task.

What I'm not certain of is whether planning ahead will be enough to keep
meetings on topic.  There may still need to be application of
Roberts's Rules of Order (http://www.constitution.org/rror/rror--00.htm)
by a specific chairman.  (more likely, a subset of the rules)  Whether
this means adding another formal position, I can't say.  I suggest
seeing how well the next meeting goes (with proper planning and an
agenda).
