Debian can be installed off four floppies and either a supported
NIC+internet gateway, or a modem+dialup account.

Rescue (contains kernel), Root, and Driver1 & 2.

http://debian.paradise.net.nz/debian/dists/stable/main/disks-i386/current/images-1.44/compact/
contains two driver disks (4 disks)

http://debian.paradise.net.nz/debian/dists/stable/main/disks-i386/current/images-1.44/idepci/
contains one driver disk (3 disks)

If you need to support weirder nics or machines, there is a full set of
four disks of drivers plus the rescue and root disks.

The full base install is 20 floppy images now (I installed it on my
laptop using two disks and alternating the images :)
