If you look at "Other Achievements and Training Courses", you'll see:

 * NZ Government Computer Security training.

As it's listed just under "Author of IPv6 for Dummies", I'd hazard a
guess that he taught the course, and had to be checked out by NZSIS before
telling the government how to build secure systems.
