Why exactly would you want to? Mandrakes urpmi tools (urpmi urpme ...) will do pretty much every thing apt-get does and more once you've set up a couple of sources. You can find a list of sources and how to set them up at http://plf.zarb.org/~nanardon/ Once the sources are up you can use the commandline to add the programs or through Mandrake's Software installer GUI (select 'by respository" from the drop down menu when loaded).
