Yes, gone are the days of getting free hosting.
People found that they had to pay the bills. There are many local ISPs
that will host websites for quite small sums.

I don't understand. Do you mean some sort of ghastly 
"Frontpage Extensions" thing. 
If you do then you are short-changing your students who should be
learning how to upload their web-pages the standard way.
(IMHO)
If you use a decent graphical FTP client then things shouldn't be too
difficult.

FTP shouldn't be a problem. Unless you have firewall issues.
