How long ago did they change this rule?

When I enquired of the CCC about 2 or 3 years or so ago I was given a schedule 
which in effect said "Absolutly no microwave frequency transmitters in the 
open air in residential areas". I did point out that what I wanted to do was 
at a power level which was a mere fraction of that emitted by a cell-phone 
handset, let alone a cell transmitter, but it cut no ice.
