Thats not too surprising to me. My Seagate 20MB reads ~32MB/sec on an ATA/66 interface. It sounds like you have a newer (or more modern) system than mine...
ATA/100/133's with a 7200rpm disk can achieve very big numbers in comparison to that again...I'm saving up! :-)
