Your problem is to sync files *from* local disk *to* a server, and you can only upload via ftp? This situation sucks as there is no easy reliable software which does this (the reverse direction, i.e. download, is trivial and done by many programs). The problem is that, out of principle, there is a high degree of dependence on the ftp server in question. A program which works on one server doesn't on the next.
sitecopy is a good starting point. lftp has functions for this too, your guess as to how well they work. Don't waste your time with those perl scripts called "mirror".
If you're lucky, you could perhaps persuade the upload functions of mozilla composer, or quanta, to do this.
If anyone else has some other/better solutions I'd like to know too.
