either copy them from the cd/dvd into /usr/portage or change the distfile dir in /etc/make.conf.
HOWEVER if emerge decides it wants something that is not on the cd, it will try and download it and write it onto the cd/dvd, which is going to crap out. that sort of cd is not marketed by anyone as it would be a nightmare updating it.
