It doesn't. Kid doesn't get into the dialout group until (s)he has demonstrated that (s)he is trustworthy on the 'Net. Then it's open slather until they get the priv. removed for some transgression or other. Yes I did peep at the gateway logs from time to time. I don't bother now. System worked for us.
