As far as I can remember you need start up linuxconf and go to the ppp settings.
This is under network settings and is entitled ppp/slip/plip click on add and choose a ppp interface. fill out the info as appropriate for you dial up connection and then click on customise. In here is a checkable option - allow all users to (de)activate interface. Enable this. Perform whatever other configuration you deem necessary and click on accept. You should now have an interface that can be activated without needing root access. You will need to reconfigure Kppp to use this interface rather than your original interface (or you could just alter your original interface within Linuxconf rather than adding a new one).
