The pool is exactaly that, the pool of packages.

The main, contrib, non-free areas contact the lists of packages
available, in the appropriate areas, but they just point back to the
pool.

$ apt-cache show evolution | grep Filename
Filename: pool/main/e/evolution/evolution_1.4.4-1_i386.deb

Without really going into it, and to answer your question "how do I use
it" - you're already using it if you're using debian.

I can't find tripwire on the ftp.nz.debian.org mirror, but an apt-cache
search brings up 'bsign', simalar functionality without needing to
maintain a database.

http://ftp.nz.debian.org/debian/pool/non-free/t/tripwire/ has no debs,
but it does have source so you can build it yourself. Go hard :)
