Unless of course he is a NZ person sending it , in which case NZ law could apply. It just wouldn't stop a lot of the overseas spam.

the is a new book just out on internet law and how
it relates to NZ -- Fairly dry as I think it is for legal types
but well worth a trawl through.(I am about half way through :-)

Actually what is needed more than anything else is a concerted effort to get the law changed so that the offensive behavior that these public nuisances inflict on the rest of us can have legal sanctions.

While tiny little NZ doing this would probably have next to no effect
on the total of the world's spam load it would demonstrate to the rest
of the world that something can be done about the problem. It would
also ensure that the said Mr. Atkinson and his ilk could have a very
secure habitation for a while.

I think that the Press did a great job exposing Mr. Atkinson. A little
bit of digging in the public records could find more details about him
I'm sure.
