I am no expert on NTFS and have no ambition to be so.  But is seems to me
that the filesystem and the partitions are two separate entities with
filesystem size=x sitting on partition size=y where x < y.  I wonder what
would happen if the partition size was reduced without reference to the
filesystem size?

I am not giving into my paranoia ;)  The glitch in the NTFS filesystem is
a ploy to prevent the installation of another OS .... no it not - no it is
not .. it is a MS fsck.
