root= is passed to the kernel on boot by LILO, to tell the kernel where it
should find the root filesystem to mount read-only and pass off to
/sbin/init.

It doesn't have anything to do with where LILO is expecting the kernel,
that's picked up from the _current_ root at the time you run `lilo` to
install it.
