If you want an equivalent program, find a port of ntsysv or do it
yourself.

If you want equivalent functionality, you should be asking 'how do I
perform task X on a Debian system' rather than referring to a
particularly utility that many (non-Red Hat) users may not be familiar
with.

I suggest you start with a quick R of TFM[0][1].  Hint: update-rc.d.  If
you still have questions after doing some reading, ask.
