Don't you mean resolv.conf?

Are you sure the firewall rules allow the firewall host to send packets
to and receive packets from the two nameservers in your resolv.conf?
What happens if you run host(1) on the firewall host and specific the
nameserver while performing a test lookup? e.g.:
$ host www.google.co.nz 202.180.64.9
Using domain server:
Name: 202.180.64.9
Address: 202.180.64.9#53
Aliases:
www.google.co.nz is an alias for www.google.akadns.net.
www.google.akadns.net has address 216.239.57.99
