Not sure if its still a problem, but licq had/has a history of trouble
creating new icq accounts. I can recommend SIM as a better icq client,
is reasonably up to date and has sms and other features. Check it out on
sourceforge. The other thing I would suggest is perhaps looking at Gaim.
