It wasn't an objective measurement - *if* ms added a feature in IIS so that it reported it's index back to ms, and *if* every IIS upgraded and switched it on, and *if* there were still 20% IIS servers left on the web by then ... then ms would have an index of 20% of the web. If google haven't found a way to expand their cover by then ...
So, what if google decided to open a method of contributing your real site index (over rss?). OpenDirectory/OpenSearch?
It really shouldn't be a feature of a web page server to aggregate and present a search index, that's up to the content provider. rss works well, if it were better adopted things would be interesting. I know I haven't bothered presenting an index of my sites (not even keywords in meta tags) but then again I don't really *have* to have my web sites visited ... :-)
