No,
 In Mozilla, it did not look like a button - it looked like the 
highlighting of the next instruction to follow.
And, you would note my comment below, where I had assumed that everything 
changed in response to the clicks on the different fields.

Further, you would have to admit that "proceed to step 3" is a poor label.

Surely, "Calculate urpmi command" would have been better ?

You are correct, When I first visited this page, I did not press the
"proceed to step 3" button (for reasons explained above and below).
