IMO the word "steal" does not apply here. Possibly "plagiarise" or
"illegally use" but not steal. The concept of theft is not applicable.
Especially the moral implications. 
I find it difficult to see how writing software to read a movie codec
can "steal" something off someone. 

Despite what some would have you believe 

law != morality
