Basically, yes.
There's a school "Microsoft media pack" that's very cheap (<$100) I've
seen around, but I'm not completely sure it provides a site-license for
the operating systems ... I think it provides MS-Office, though.
Plus I understand that teachers are allowed to install one copy of these
things at home, too.
But I'm not aware of the actual terma & conditions & prices ...
Microsoft are very good at securing markets, in case you didn't notice!
