If you are using a 2.6.x kernel, than you don't need ide-scsi (in fact i hear 
it's broken).

A modern cdrecord should be able to use straight ide cd writers.

Try this to see if you can:
cdrecord dev=ATAPI -scanbus

If you see a line like:
      0,1,0     1) 'MITSUMI ' 'CR-4802TE       ' '2.0D' Removable CD-ROM
(look for CR, -R, RW or something like that in the "CR-4802TE" field)
Then you can use cdrecord without the ide-scsi kernel module.

Others should answer the below because I don't remember how I solved the 
problems i used to have with ide-scsi.  Some I can and have answered.

It is a very important file.  It is owned and only writable by the root user.  
You will need to su or sudo to the root user to edit it.

Either put it in modules.conf, or put it in lilo.

The doc at that link dates back from 2000.  There have been a few changes 
lately.  Most distributions set everything up for the users for cd burning 
(exceptions: debian, gentoo, and maybe some others).
